We are a small Liberal Arts university. Both librarians and students have begun to campaign for use of OERs in courses rather than expensive textbooks. The university does have OA requirements for faculty publications, and many of the students publish their thesis on OA platforms. We have built OER instruction into staff development and interest is growing.
